Building Control Calculations 

Calculations are undertaken for new build properties at both the Design stage and on Completion, in order to demonstrate compliance with the energy conservation requirements of Building Regulations Approved Documents   

  • L1a: Conservation of fuel and power (New dwellings) (2006 edition)
  • L1b: Conservation of fuel and power (Existing dwellings) (2006 edition)
  • L2a: Conservation of fuel and power (New buildings other than dwellings) (2006 edition)
  • L2b: Conservation of fuel and power (Existing buildings other than dwellings) (2006 edition)

The calculation is also used to determine both a Target Carbon Dioxide Emission Rate (TER) and an actual Dwelling Carbon Dioxide Emission Rate (DER). In order to achieve compliance the DER must be less than the TER

When marketing a property, the results of the SAP calculations must be conveyed to any prospective purchaser in the form of either a Predicted Energy Assessment (PEA, incomplete properties only) or an Energy Performance Certificate (EPC, complete properties only).

 

The Standard Assessment Procedure (SAP), used by the government to determine the energy efficiency of a dwelling. The Department for Communities and Local Government (CLG) has confirmed that from the 6th April 2008 ‘new build’ dwellings will need an Energy performance Certificate (EPC) based on full SAP2005. These EPC’ s must be prepared by energy assessor accredited for ‘Newly Constructed Dwellings’ (Accredited SAP Assessors) who have demonstrated expertise in full SAP2005 assessment. SAP ratings are based on the energy costs for space and water heating. The SAP rating is a legal requirement enforced by the government through building control to be applied to all new dwellings 

The Simplified Building Energy Model (SBEM) is a calculation method applied to determine the rating of existing and new Commercial Buildings. SBEM has been developed by BRE, for Communities and Local Government (CLG). This model demonstrates compliance with the requirements of Part L2 of the Building Regulations for new and refurbished commercial buildings.
